Throughout history, lotteries have been an appealing way to raise money for a variety of public purposes. They are easy to organize and run, and they often result in substantial sums of money being awarded.

In the United States, several colonies used lotteries during the French and Indian Wars. In addition, the Continental Congress voted to establish a lottery to raise funds for the American Revolution. After 30 years, however, the scheme was abandoned.

The history of lotteries in Europe is similar. In the first half of the 15th century, towns in Flanders and Burgundy held public lotteries. They raised money to help pay for town fortifications and libraries.

The Roman Empire also embraced the lottery as a means of raising money. They used it to give away property and slaves.

In the 17th century, private lotteries in England were popular. Brokers sold shares in lottery tickets. They became the modern day stockbrokers.

The first public lottery in Europe was held in the city-state of Modena in Italy in the mid-15th century. This is considered the earliest recorded lottery in the continent.

In 1755, the University of Pennsylvania was financed by the Academy Lottery. This was a small lottery, but the money raised helped build several American colleges.
